New plans put in for La Pulente site

PROPOSALS to replace a restaurant at La Pulente that closed seven years ago with a two-unit apartment block have been submitted to Planning.

Braye Holdings Ltd wants to demolish the former 70-seater Blue Fountain Restaurant and Takeaway, and a four-bedroom flat on the first floor of the building, and replace it with a two-storey development comprising one two-bedroom and one three-bedroom flat.

The proposals also include basement parking and amenity spaces. The agent for the application is BDK Architects.

In the application design statement, the practice says that a late-19th century public water fountain on the roadside of the site, which overlooks La Pulente beach and St Ouen’s Bay, will be preserved.

The site has been the subject of a number of new proposals since the restaurant closed in 2011. These have included converting and extending the existing premises to create a five-bedroom house, which were approved in the same year. The most recent application for outline permission to replace the buildings with two apartments was refused in March 2017.

The agent says in the design statement that the latest set of proposals, published on the Planning register last week, have been evolved taking the committee’s reasons for refusal into account and after consultation with Planning officers.

‘This proposal comprises a sustainable solution compliant with all Island Plan policies, delivering a significant reduction in the intensity of the site’s usage,’ BDK Architects say. ‘[It also delivers] a substantial contribution to enhancing the landscape, character and environment of La Pulente, a significant reduction in vehicle trips to the site and eliminates the need for on-road parking required for the restaurant and take-away.’
